The vertical line between the tabs on the Vector skin is not showing up for Internet Explorer users, any version, at en.wikibooks.org.  But this only applies to logged-out users.  Log in and the lines appear.  Oh, and the logo in the top-left doesn't show up for the site either.  Log in and it shows up.

We figured out the problem ourselves.  An unclosed span tag in MediaWiki:Sitenotice produced the errors that prompted this bug report's creation.
