Itwiki have a issue with a global block. Itwiki admins have tried to change it with a local block to relax the account creation restriction but for some reason is impossible to assign a local one (see http://it.wikipedia.org/w/index.php?title=Speciale%3ARegistri&type=gblblock&user=&page=Utente%3A151.49.0.0%2F18&year=&month=-1&tagfilter= )

I confirm as steward that I couldn't remove either the global block on itwiki;
but I could at testwiki

Stewards have the ability to remove global blocks locally via the global
'steward' group; something wrong happens here.

Forgot to say that it is still <http://it.wikipedia.org/w/index.php?title=Speciale%3AElencoBlocchiGlobali&ip=151.49.0.0%2F18> locally active. When you whitelist it locally the message above contains "locally dissabled" or similar.

I don't understand the problem. The screenshot says that the block is already locally disabled, doesn't it?

According to the database, it is indeed already disabled on itwiki
