Why does [[Special:PrefixIndex]] go ahead and find things before it has been told what to find?

E.g., click on the above URL. You see it has "wastefully" found "everything starting with what it thinks is a null pattern" or something.

Why can't it wait until someone has filled out the box instead of forging ahead and finding junk nobody is interested in "for free" without being asked?
