Once the sources are added they'll be able to do it via Special:Import. There's no need to create a separate user group of importers because it already exists, it is called 'transwiki importers' and can be added by the stewards at meta. That group allows you to make transwiki importing as sysops can do. Paralel, an 'import' group exists too but it allows you to make direct importing via XML file. Its usage is discouraged since XML importing is insecure.
