When the license tutorial can't be found (e.g. because no foreign file repos are configured), the following error message is shown:

A tutorial about what images you can upload to this wiki should appear here. Please contact the system administrator.

API error code: $1

The "API error code: $1" part is confusing noise. The first part of the error message is good but doesn't give the system administrator any indication what's wrong. The license tutorial dependency also isn't documented anywhere that I know of.

Closing since the UploadWizard now will default to english, although it will apologize for the lack of a tutorial in your language. 

There is no longer any API error message.
