The built-in Subst template currently only appears to work for pages in the
template namespace (ie, other templates).  This is a useful feature for cutting
down on server load, and should be extended to other namespaces (such as the
user namespace).

Marking as INVALID because {{subst:User:ABCD/welcome}} works - I use it all the
time.

To subst: something in the article namespace, use {{subst::PAGENAME}}
