My fault, it only happens when a returnto= is specified

I don't see this problem either. Perhaps the issue is the <p id="userloginlink"><p> ? I believe that isn't allowed.

that's it: See http://www.w3.org/TR/REC-html40/struct/text.html#h-9.3.1  :
"The P element represents a paragraph. It cannot contain block-level elements (including P itself)."
