Make a Special Page to rename users, to be run by bureaucrats.

I wrote and added an extension to rename users to CVS, it can be found at
extensions/Renameuser/SpecialRenameuser.php, marking this as FIXED.

Dear Avar,

I have checked http://cvs.defau.lt/phase3/extensions/ - which is usually up to
date - but cannot find the extension mentioned by you.

Please can you be so kind to set the URL field  of this bugzilla to point to
your script ?
