From my understanding checkusers need to hand over ID to the foundation, which is why they [the user group] are only handled by stewards at meta.

Reassigning to Wikimedia.

I don't think that checkuser can be assinged to the bureaucrat right. It's
technically possible, but I doubt the WMF would allow that.

Ok, if it is possible then do.Otherwise we will contact any stewards for further query and procedure.If it is a privacy issue then this right may be partially given.

Closing this bug. This isn't a matter for Wikimedia system administrators, this is a matter for Wikimedia stewards.
