An IP was blocked twice within two minutes, first blocked for 1 hour, second
blocked for 2 hours. IP was able to do vandalism again after 1 hour.
looking into the block-log for the last block, it said 2 hours. But the IP did
vandalism again afte 1:15 hour.

This Bug is new because of my change to fix the bug #856. So I would take it in
my account.

Experimental patch. Please note that this is not yet localised into anything
but English.

This was fixed by TimStarling in his fix for bug 550. Closing as FIXED
