A hyperlink could be added from [[Special:Allmessages]] to Special:Allpages for the MediaWiki namespace, e.g., http://en.wikipedia.org/w/index.php?title=Special%3AAllpages&namespace=8 This would help people viewing/editing messages to get to extension messages (bug 740) and translations, and is a good reminder that Allmessages does not have the whole namespace.
They won't get untranslated extension messages since they only exists in the message cache.
Since [[MediaWiki:Allmessagestext]] already exists it will only take a modification to the language files to add it by default - and then translation.
The situation has changed now; the MediaWiki namespace doesn't contain all the default messages, so unless the message has been customised from the language default, it won't show up there. Extension messages can be made to show up in Special:Allmessages using the appropriate hook. I'm going to close this one now, as it's no longer relevant.
