Wikimedia Bugzilla is closed!

Changing to wikimedia, as the Portal and Book namespaces are Wikimedia config settings.

Is this a request to affect a certain WMF site? If so it will need to show some community consensus.

I'm assuming this is only for yowiki, as yowikibooks and yowiktionary are locked. There are Portal pages on yowiki right now, but no Book pages.

Also, please show community consensus for the creation of these namespaces.

Yes its intended for yowiki.

Looking at yowiki's recentchanges table makes it obvious it's a one-man show over there, so creating these namespaces probably isn't controversial (hardly ever is, anyway).

Done. All but two pages were successfully moved to the new Portal namespace (i.e. from Portal: to Èbúté: , Portal: still works as an alias) except these two, which you'll have to fix yourself:
