If you have a template with last version unreviewed the unreviewed version is shown if you include this template on an unreviewed page or on an namespace without flagged versions.

If stable version of a page should be shown according to user or default preferences, the stable version of the template or image should be shown in these cases instead.

Example: On http://test.wikipedia.org/wiki/ReviewTest?stable=1 "sighted template version" and not "_un_sighted template version" should be visable.

Postponing work on this.  There is a lot of work to make this feature work in a reasonable way as a template control tool, but it will be a while before we can make that happen.
