Please, tell me which data you need for setting up a project? According to my information, data are:

* language
* language code
* type of project (Wikipedia, Wikinews etc.)
* logo
* the name of project in local language
* the name of the project namespace
* the name of the project talk namespace

Anything else needed?

This discussion is much better suited for wikitech-l, not bug tracker. You might be surprised, but not every developer is subscribed to Bugzilla notifications.

The bug isn't intended for developers, it's intended for WIkimedia system administrators who create Wikimedia Foundation (now usually Rob with some help from Roan, but traditionally Jens).

I don't think they need the language name (either in English or in the local language).  If the project is approved, then it must have the interface translated, which would mean that it's already defined in Names.php.

It looks like from bug 14252 comment 7 that we don't actually need the project talk namespace, if everything is properly defined in Messages*.php.
