If I attempt to create a new account, and the username already exists,
[[Special:Userlogin]] fails with the message

  The user name you entered is already in use. Please choose a different name.

If the password I used is the right password for the account anyway, the
software could save me a step by simply logging me in instead of complaining.

You now have to go a lot more trouble to create an account (second form),
so the possibility of accidentally submitting the wrong button is much
diminished.

Resolving WONTFIX as I don't think there's a need for it and it's somewhat
uneasy-seeming.
