The list should have closed subscription, but public archives. Ad me as an admin initially, while I suppose that some others would become list admins, too.
After discussion at stewards-l list, we've concluded that it is better to have the list with closed subscription and private archives.
Better for whom? :-) I must admit, I'm a little curious as to what matters are to be covered on the list, and why there is perceived to be a need for privacy.
Reasoning is simple: if it is about dealing with vandalism all over the small Wikimedia projects, it is better to have a private list.
Since you are already discussing it privately on the stewards list, why not keep it there?
This list needs to include both Stewards and Global Sysops.
