Local accounts for non-existent wikis should be removed from CentralAuth or at least no longer displayed to the user.

For example, my list of accounts includes one for http://ba.wiktionary.org/ which doesn't exist any more.

This is the same whether the list is displayed through [[Special:MergeAccount]], [[Special:CentralAuth]] or the API.

This is really a Wikimedia-specific issue, since there's no way for CentralAuth to know when a wiki is deleted. So duping to bug 28393.
