I have confirmed in jawp and enwp.

example) the tooltip of the tab named "article" is "[c]". (in monobook, Google Chrome: "[alt-c]")

Cause I think that function "updateTooltipAccessKeys" in the script http://bits.wikimedia.org/skins-1.5/common/wikibits.js?281d

in function: 'head', 'panel', 'p-logo'
in HTML: 'mw-head', 'mw-panel', 'p-logo'

I suspect related Bugs:

1. Jump to: <a href="#head">navigation</a>
2. In left side collapsible-navigation-bar:
  - 1 inital collapsed -> NG
  - 2 cookie -> OK

Issue 1: fixed in r67703, but not yet deployed.

Can you further comment on 2 ? I'm don't understand what you are trying to describe, and I presume it might not be fully clear for others either.
