[[Special:User rights log]] only works for Title=User:Username when User:Grantorname is filled in. If the User: field, i.e., the name of the administrator who granted the right, is left out (of the URL) or left blank (on the page form), the submit returns null. The instructions on the page say one can fill in either or both fields, which is not true. Suggest changing eether the functionality or the instructions. Ver. is whatever Wikipedia was running on date this bug was filed.
Add keyword "easy" if all it requires is changing the text on the special page.

Give URLs that you expect to work, which don't. Or at least give specific instructions, like what exact page to go to, what to type in, what you expect, what you get.

Noting that my URLs differ slightly from those in Comment 3, just go to the working URL. This will enter valid information into the page. Test. Then go back and blank the User: field. Test. Won't work. (Well, not if you're me, here, now.
