On Wikimedia commons, I can't use of the toolbar buttons, including the signature button. On English Wikipedia, the toolbar works perfectly.

Relied on gadget@ DropdownToTabbar - Script to include all dropdown-items from the actions-menu in the tabbar-cycle (Vector-only)

Disabling the gadget solved the problem

Not a mediawiki problem. Complain to local gadget maintainer at commons.
