hideuser blocks are limited to users with <1000 edits, however global oversight seems to ignore this limit and allows oversighting users with well over 100 000 edits (User:The Thing That Should Not Be@enwiki).

Global editcount can easily be computed with CentralAuthUser::queryAttached, and a check should be added in CentralAuthUser::adminLockHide.
