Requesting the dom of page [[:de:WP:Wikipedia:Kandidaten für exzellente Bilder]] returns an empty xml.

It seems only the xmlfm version is affected: format=jsonfm and format=xml worked fine for me.

I also cannot reproduce this issue on my local testing wiki. Using the same text with the same title with the same language set doesn't cause this issue to arise.
