Please disable creating new articles for IP-users of Central Kurdish Wikipedia (ckb.wikipedia.org).

No, many projects have article creation disabled for IP users

Many projects? Other than enwiki (where it has been controversial), zhwiki (due to mass vandalism complaint, 4 years ago), fawiki and idwiki (didn't find a bug for them).

8 people agreeing seems small for this big change, but OTOH it's not a big community.
Have you considered alternative options like flaggedrevs?

This 8 users, who are the only active  wikipedians, have made a small community, but they should take care of all the vandalism happens and fixing poor entries, so they can request such a big change. And its a suggestion to help them serve improving wiki not all day long fixing these problems that could easily be handled by preventing ip users to create new pages.

By "not a big community" I meant "ckb community is not big", not "8 wikipedians is not big".
The statistics show 45 active users on ckb, so thanksfully those eight are not alone.
