The page that appears after a new user is created reminds 
them to change their preferences; it should also remind 
them of their user page.

Apparently most users find out about this by seeing 
the "You have new messages" link when somebody welcomes 
them, which doesn't seem ideal.

The English Wikipedia has a template called "Welcome", which any 
user can easily stick onto a new user's talk page.

But why not display the contents of this template on the screen that 
appears after they create their account?

Hi Brian! You are probably right when mentioning the fast way modifying the
template. On the other hand [[en:template:Welcome]] does neither improuve the
user interface for a "pure" MediaWiki installation (regardles of its content
language) nor in English "sisterprojects" nor another WikiMedia foundation
project in a language other then English.

There should be a page in the appropriate namespace (for Meta, the Meta 
namespace, etc.) that is displayed immediately after creating a new account and 
linked to in other places, possibly including an e-mail.

Why not the MediaWiki namespace? Because the project should be separated from the 
software running the project. If it were in the MediaWiki namespace, then using 
it could be viewed as interacting directly with the software, which should be 
avoided.

Yes. But it should have a return link to the page they were on before creating 
the new account (not sure if there is currently such a link, but there should be).

Users are no longer auto-redirected following account creation. The text of the
welcome message can be customised as desired.
