This is rolled out on enwiki and Commons (and maybe elsewhere?) but isn't available to people on Meta (for example) who have chosen the Vector skin. Please let us have the goodies enabled via $wmgUsabilityEnforce

Shouldn't this be RESOLVED LATER?  I thought the new Usability developments were being rolled-out to all other wikis within the next few weeks, so this is slated to happen already.

Will not set $wmgUsabilityEnforce just set, that's the variable that switches the toolbar and related features on by default.

I can, however, enable CollapsibleNav for beta users on all wikis. Naoko, this OK with you?
