Steps to reproduce:
1) Access http://prototype.wikimedia.org/en.wikipedia.org/Main_Page
2) Access a Random page and click on Edit tab
3) Click 'Numbered List' icon
<<Text '# Numbered list item' is inserted >>
4) Click at the end of text 

The cursor is moved to the next line in IE8.

Note : This bug appear for inserted Bulleted list, Indentation etc too.

This sounds like it's probably not our fault. Are you sure you had NTOC disabled while testing this?

Just a aside comment:  I cannot reproduce this problem with IE7 on Vista.
