Please create the ability to differentiate distributions for anonymous versus logged-in users for centralnotice.  For instance, 100% of Banner A goes to anonymous, while logged in users get 50% of Banner A and 50% of Banner B.

This is fixed in the current CentralNotice. Banners can be set to anon or logged-in only, in which case their weights only apply to those users.
