per http://simple.wikipedia.org/wiki/Wikipedia:Simple_talk/Archive_78#Importers the community has decided to allow this ability to be given and removed by crats rather then just by Stewards (Simple crats already have ability to remove sysop as welll). See conversation at bottom to the clarification baout Transwiki vs normal import.
