Maybe this is because of his previous sysadmin bits (http://meta.wikimedia.org/w/index.php?title=Special%3ALog&type=gblrights&user=&page=User%3AJimbo+Wales&year=2010&month=5&day=9&limit=1 )?
This is because he changed them from en.wikipedia: http://en.wikipedia.org/wiki/Special:Log?page=Special:GlobalUsers/founder

I.e., global group's rights can be modified by every wiki and logs can be spread on hundreds of wikis? This is quite inconvenient.

Stewards, who are normally the only users who edit global rights, do so only from Meta.
At least are supposed to do that only from Meta. Can only be controlled by http://toolserver.org/~dungodung/cgi-bin/recentlogs . See also [[bugzilla:17308]] which would make it possible to just give globalgrouppermissions to local steward group instead of global one.
It'd be nice if the Special page had an intro message so you could point people to the other logs or something.
