I tried today, after deploying of r65889 with oggThumb enabled, to create a thumbnail of a video with a floating point thumbtime:

[[File:Parus major, Germany 2009.ogv|thumb|thumbtime=2.5|Parameter thumbtime=2.5. No thumbnail is shown]] (see URL)

If I read r65563 correct that should be possible now: "Allow seek times to be non-integers, rounded to the nearest 0.1s"

It works if you use a comma: [[File:Parus major, Germany 2009.ogv|thumb|thumbtime=2,5]].

Fixed in r65926 and deployed. Note that the comma doesn't fix it, it just makes the whole thumbtime parameter invalid and shows you a thumbnail from the midpoint instead.
