Unless I emulate IE7, the enhanced toolbar won't work.

This is deliberate behavior, because certain parts of the toolbar break in IE8, see also the dependency bugs.

So I have to ask IE8 to emulate IE7 to use the bar?

Until we work out the IE8 issues, yes.

Toolbar has been turned back on in IE.
