Steps to Reproduce ::

With NTOC off :
Copy and paste a text which is in the latter part of the page. Copy paste test on upper sections did not cause the problem but cursor positions changed when the same thing done in the latter part of the page.

With NTOC on:
Cursor change the position no matter where the user in the editor. 


Test Environment::
Mozilla/4.0 (compatible; MSIE 8.0; Windows NT 6.1; Trident/4.0; SLCC2; .NET CLR 2.0.50727; .NET CLR 3.5.30729; .NET CLR 3.0.30729; Media Center PC 6.0; InfoPath.3)

This should no longer be happening on production; it's an iframe-related bug.
