The Ndonga Wikipedia (http://ng.wikipedia.org/) has been completely deleted, but it was voted only to be closed, see http://meta.wikimedia.org/wiki/Proposals_for_closing_projects/Closure_of_Ndonga_Wikipedia

Closing means that the wiki is put in locked state (it is uneditable) but its content is still accessible. Currently it is available only as XML file (http://toolserver.org/~catrope/closedwikis/).

Probably, it can be done by just adding "ngwiki" to http://noc.wikimedia.org/conf/all.dblist
Additionally, there should be a site-notice on ng.wikipedia.org with link to the Ndonga Wikipedia test project: http://incubator.wikimedia.org/wiki/Wp/ng
