At the Toolserver wiki, we're currently running MediaWiki 1.16alpha (r61786). The "Pagetitle-view-mainpage" is defined as "Wikimedia Toolserver", however the <title> element is not currently displaying this content. Instead, it displays the default "Main Page - Toolserver wiki" content.

It's working for me in current version. I suspect this to be the same problem as bug 22501, update the wiki first and see if it's still broken.
