Since about two or three weeks ago, I could not see (connect to) any Wikipedia web site. Other sites or OK to see. I have checked secury tool, checked by different browsers and also I have had support by my ISP company. However the problem was not solved. Then my ISP company suggested to ask Wikipedia site to solve this problem. My PC (Home)'s IP address is 175.128.42.166. I have to PC in my home and the OS is Vista and XP. My ISP company and I guess Wikipedia is blocking this IP address. Would you please checked and solve it? Thank you in advance and best regards, Masayoshi.Noguchi PS. Try doing a tracert (Start -> run -> cmd -> tracert wikipedia.org) on your home machine and attach a screenshot in here.

It's in Japanese, after about 10 second of typing in "ja.wikipedia.org" and clicking "return" on the web browser, the message "the site can not be opened" in Japanese. Other sites are OK to open them.
I sent the screen shot (jpeg data) of the result to bugzilla-daemon@wikimedia.org. It appeared about 10 second later when I tried to open wikipedia.
Attach screenshots/any other attachments using the Add an attachment button near the top of the page. As far as i know, no one will get anything sent to bugzilla-daemon@wikimedia.org .
The error messageon on the screen shot, it said "Internet Explore can not open this site (=Wikipedia). It also said "Possibilities of this problem are 1.Not connecting to the Internet, 2.The web site had a problems and 3. The Address was wrong."in Japanese. My home PC's IP address is 175.128.42.166. I guessed the Wikipedia site blocked the connection from this IP address.
Please attach a copy of the tracert output or screenshot as requested so we can see where the issue is arrising, For example if it's a matter at the WMF end or not.
I sent it to bugzilla-daemon@wikimedia.org by email again. Have you received it? Or do I need to send it by another way to you? Where can I send the screen shot to? Please give me your advice to send the screen shot data. Thank you.

Regarding the bug 22641, the error message was appeared as attached jpeg image ( in Japanese ). It said "Error message was "1 general error" Tracing is completed." Hope this information helps to solve the problem.

Can you tracert to sites that are not en.wikipedia.org ? It sounds like you have a problem with your computer. http://www.google.com/search?q=tracert+general+error may give you some ideas.
I have two PCs in my home and both PCs have the same problem.Any of other Web site can be seen from my two PCs except Wikipedia site. I have not done tracert by another PC, so I will try to do it in this evening just in case, because I'm in my office now.

Some additional information was recently discussed on the IRC channel (there is also a mailing list if you want help): Your IP address falls in the range 175.0.0.0/8 which was only recently assigned. This means that some ISPs may filter the traffic from it assuming that it comes from an invalid range (i.e. one that is not yet assigned). Another person has reported a problem with an ISP between them and rr.pmtpa.wikipedia.org, which is being looked into by their ISP. If you are affected by the same problem, then a tracert to rr.esams.wikipedia.org should work. In either case, please ask your ISP to check that your IP range is not being caught by "bogon filter"s.
Also, your traceroutes are useless, probably because your firewall software or something is dropping the UDP traffic, that is required to generate proper results for traceroutes. Try to configure your security software or your modem to allow UDP traffic, so you can make proper traceroutes. The first line of a traceroute should almost always look something like this: 1. 18 ms 18 ms 17 ms 175.128.*.*
I believe tracert on windows uses icmp echo packets, not udp packets.
There was a bogon filter for 175/8 in Hostway. It was tracked down when an ISP tech noticed the issue and contacted us directly with the relevant information, instead of trying to make the user fix it as Noguchi's ISP did. It should be fixed now.
