See http://translatewiki.net/wiki/Thread:Support/MediaWiki:Confirmemail_body .

A new message is needed.
Comment 1 Happy-melon 2010-02-25 23:59:06 UTC
To clarify: the text for the email sent if a user is required to confirm their email when they first register, should be a different message to the one sent if a registered user changes their email address.
Comment 2 Alexandre Emsenhuber [IAlex] 2010-02-27 20:23:34 UTC
Done in r63059.
Comment 3 Liangent 2010-02-28 08:30:51 UTC
The check in code is:

 $oldadr != ''

What if a user registered a long time ago, but have never set an email address and is setting now?

Maybe one more message is needed?
