Summary sounds like a dupe of bug 13288, but I don't think they are the same

While Talk:The_Tonight_Show_with_Conan_O%27Brien is, with the encoded apostrophe, a valid link target for [[Talk:The Tonight Show with Conan O'Brien]], the NAMESPACE parser function has problems with it:

* '{{NAMESPACE:Talk:The_Tonight_Show_with_Conan_O'Brien}}' → 'Talk'
* '{{NAMESPACE:Talk:The_Tonight_Show_with_Conan_O%27Brien}}' → ''
