We just recently switched our content filtering service to Websense.  During our testing phase many users complained of slow responses from wikipedia.  I thought at first it was because it was a page with information about a foreign country but soon realized it was all of wikipedia.  

I opened a ticket with Websense and they informed me that you wikipedia is throttling the bandwidth back to them.  There was no explanation as to why you would throttle their bandwidth.  

As it stands no one in our cooperation is able to use the wikipedia site.  Our only suggestion to our users at this point is to either try to find another site or revert back to looking it up in a paper encyclopedia.  A

ny assistance you could provide in helping us use your site again would be helpful.  Not using Websense is not an option as your site has questionable material that needs to be blocked for legal reasons.

We're not throttling anything. There's no explanation why we would throttle their bandwidth is because we don't. 

OTOH, feel free to use any other sites or read paper books.
