Changes in TranslateWiki do not take effect immediately, it'll take a day or so and manual intervention from a sysadmin to deploy the change.

That's why I made a req here. Changes in TranslateWiki was made more than 3month before and not took effect yet. should I wait more? thanks
Looking at the user_talk namespace, I have the impression that this has been fixed in the meantime. Can this ticket be closed or is there something left to do?
I understand its process, and now I know it may took 6months to apply changes. I think this ticket can be closed.

If you can confirm the namespace translations are in TranslateWiki, I can ask Siebrand to export them so I can deploy them.
