I have created a patch that removes the message. The patch requires review.

Of course, this isn't all encompassing. It still exists in every other language :)

With regards to deleting messages in other languages, can this be done some other way than going through each file and deleting the line?

I think removing the English version is enough because the next time language files are rebuilt and committed by Siebrand (from translatewiki), the message will be removed from all other languages.

Fixed in rr61742. Thanks. Comment 4 is correct. Will be removed in other languages on twn export.
