Fix for the $wgSyncHTTPTimeout problem

After upgrade of my wiki to r61343 I have noticed that images fetched via  ForeignAPIRepo from commons stopped working.

Looks like $wgSyncHTTPTimeout was introduced in r60811 and was not initialized properly. It should also probably be documented.

The patch attached fixes the problem.
