Currently the URL field is hidden by default on the new bug report form under the "Show advanced options" link.

URL is a commonly used field so it's probably better not to hide it and cause confusion.

As "commonly used field" is rather subjective, some numbers:

Right now bugzilla.wikimedia.org has 8551 open tickets.

https://bugzilla.wikimedia.org/buglist.cgi?query_format=advanced&field0-0-0=bug_file_loc&type0-0-0=regexp&value0-0-0=^%24&resolution=--- states that 1401 reports have a non-empty URL field. 

That's 16.38%.
