The functionality to produce graphs (https://bugzilla.wikimedia.org/query.cgi?format=report-graph) should either be disabled or made to work.

Attempts to use it fail.  Looking at the response from the chart's url, I can see this error message:

      <font size="+2">plugin error - Died at /usr/share/perl/5.8/base.pm line 84.
BEGIN failed--compilation aborted at lib/Template/Plugin/GD/Graph/bars.pm line 5.
Compilation failed in require at lib/x86_64-linux-gnu-thread-multi/Template/Plugins.pm line 207.

Graphs should be working now. I tested a few.
