The Ukrainian Wikipedia community has reached consensus about the EditSummary extension (http://www.mediawiki.org/wiki/Extension:EditSummary). Only bureaucrats must have 'editsummary' and 'editownsummary' rights.
Needs review by Tim or someone else with authority to deploy new extensions.

No, there is consensus - in the summary nobody had arguments "against". How can I prove this? )
I can't agree that the proposer is the right person to weigh all arguments for and against and decide if the proposal has passed. Ultimately, it's up to server admins to decide the fate of this proposal, but I feel I must warn them that it's far from non-controversial.

removed "shell". Nothing to do before the review has been done.
The extension has been deleted from SVN repository by its author as hopelessly broken. Even its description page on mediawiki.org met the same fate. People wishing to use it should fix it, or find someone to fix.
Now there is "Revision deletion" feature, which allow hide comments, so the request can be closed.
