Please add an anchor to Special:NoticeTemplate/view right above where it says "Translation for $noticename".  (This will make it easier to just jump to the place where we need to add the translations.)

It doesn't matter what it's called, anything like #translation or #Translate or whatever would work.

I don't see "Translation for" at http://meta.wikimedia.org/wiki/Special:NoticeTemplate/view or http://meta.wikimedia.org/wiki/Special:NoticeTemplate

Can you give a more specific URL or a screenshot?

The bug isn't in the actual list of notices. It's in the notice detail part of Special:NoticeTemplate/view. I've added an example of this into the bug's URL field: http://meta.wikimedia.org/w/index.php?title=Special:NoticeTemplate/view&template=2009_Notice14

Patch for CentralNotice's Special:NoticeTemplate/view to add an ID to a fieldset

Patch attached. It's my first patch, so be gentle. I wasn't really sure what the second parameter to Xml::fieldset() does, but it seemed safe enough to set it to false.
