Currently timedtext doesn't support unicode characters such as Arabic. When playing captions in a video such as http://commons.wikimedia.org/wiki/File:Elephants_Dream.ogg cryptic characters are displayed.
this was "user-error" in the text was contributed to the wiki. I have uploaded the text in the wiki page with utf8 and it appears to work.
The words display correctly on the timedtext edit page but when choosing arabic from the languages in the video playback it doesn't appear and isn't even marked as chosen.
Try shift reload or clearing your cache? It may be loading the old bad-encoded version? It "works for me" using the current version of the gadget with Firefox on Ubuntu 9.10. Are you still experiencing gibberish ? What platform are you using?
