When I add {{compactTOC}} to create a neat and compact TOC, instead of the neat little TOC 
appearing, I receive a link that looks like this:

Template:CompactTOC 

Not sure why.  Can't find the string compactTOC in the distribution files.

Was this feature dropped?

There is no such feature. I assume you're referring to the CompactTOC template on 
en.wikipedia.org? This is a template created on that wiki by users:
