As the link above shows, I imported a page from another Wiki to the File: namespace and then move it in the File: namespace and then out of the File: namespace, even though that namespace is supposed to be limited from moving files in and out.

Aren't file moves enabled these days? Is being able to do cross-namespace moves from/to the File namespace an intended or an unintended consequence of enabling file moves?

This restriction only applies for pages who have a file attached, it doesn't apply for pages in the "File" namespace without attached file.

I agree with IAlex. Files cannot be moved from file namespace. However, I don't see why usual pages may not be moved from it.
