The current image pages are very inflexible, this patch divides it up into several rough sections each of which can be toggled by the contents of a global array $wgImagePageSections. 

This allows for almost completely customisable image page output using existing hooks.

This is a more robust configuration arrangement.

If customizing file pages is to be done, a global configuration variable is not the way to go about it. I would much rather see something like Tim did with the sidebar, where certain words (SEARCH, TOOLBOX) are given values for moving/hiding sections.

Something similar could be useful here.
