Currently file uploads are inactivated, but this is very impractical in the times of changing logos. Currently the logo isn't uploaded, but the CSS has been modified to get the image from Commons (but this of course only works for the main skin). To be able to solve this we'd like to activate file uploads for administrators.

The Swedish Wiktionary is currently a fairly small community, and very few have an opinion in the matter at all since it's a quite small change (as shown by the minimal amount of discussion).

It didn't work. Now all logged in users can upload images (at least it's possible with my bot account). Our request is that only administrators (and bureaucrats) are able to upload images.
